Florida's Second Chance Act: What Parents Need to Know

Effective July 1, 2026, Florida Statute 1006.20 (the Second Chance Act) requires a one-time ECG/EKG screening before an athlete can participate in any FHSAA-sanctioned practice, tryout, or competition. The law is named for Chance Gainer, a Port St. Joe High School athlete who died of sudden cardiac arrest in 2024.

Who the requirement applies to:

1. Every incoming 9th grade student athlete

2. Any student in grades 10 through 12 trying out for an FHSAA sport for the first time

3. Students who already competed in an FHSAA sport before June 1, 2026 are exempt, though a screening is still strongly recommended

What documentation is required:

Parents or a licensed practitioner must complete the FHSAA EL1 ECG Screening Form. An EKG performed on or after July 1, 2024 satisfies the requirement, and the form (not the raw test results) is what gets submitted to the school.

Does Florida require an EKG for high school athletes?

Yes. As of July 1, 2026, Florida’s Second Chance Act requires an ECG/EKG for every incoming 9th grade athlete and any grade 10 to 12 athlete trying out for an FHSAA sport for the first time, documented on the FHSAA EL1 form.

Is a sports physical the same as the new EKG requirement?

No. A sports physical (EL2 form) checks general health and medical history. The EKG requirement (EL1 form) is a separate, additional screening that looks specifically at the heart’s electrical activity.
